Bagaimana Proses Izin Keramaian Pada Masa Pandemi?

Sertifikasi CHSE sejumlah venue meeting tidak serta merta membuat kegiatan meeting bisa terselenggara di masa pandemi. Proses mendapatkan izin keramaian menjadi lebih kompleks dan panjang.

Menyelenggarakan meeting di masa pandemi memang bukan hal mudah. PCO sebagai penyelenggara harus memenuhi sejumlah peraturan dan prosedur. Begini gambarannya.

Penyelenggaraan pameran sebelum pandemi biasanya hanya memerlukan izin keramaian, sedangkan untuk konferensi dan meeting di hotel biasanya cukup surat pemberitahuan. Namun setelah pandemi, PCO wajib membuat konsep prosedur kesehatan (CHSE) pelaksanaan kegiatan secara rinci.

Seperti dijelaskan Wisnu Budi Sulaeman, CEO Puntama Convex dalam program MICE Talk yang tayang di kanal Youtube MICE_Indonesia, ia mengatakan, konsep CHSE ini terdiri dari persiapan ruangan, siapa yang bekerja, arus barang keluar masuk bagaimana, hingga kegiatan selesai.

“Untuk kegiatan pameran lebih rinci lagi. Arus pengunjung hanya boleh satu arah, kru yang bertugas bangun stand dan pengemudi yang membawa truk barang harus dinyatakan negatif PCR swab atau antigen, barang-barang semua harus didisinfeksi, bahkan cairan disinfektan juga dicek kalau-kalau hanya berisi air biasa,” urai Wisnu.

Selain itu, selama kegiatan, baik penyelenggara maupun pengelola venue akan menyediakan satgas COVID-19. Venue pameran dan meeting pun hanya diizinkan diisi 25 persen dari kapasitas.

Seluruh rangkaian konsep pelaksanaan CHSE ini menurut Wisnu harus dipaparkan di depan Satgas COVID-19, TNI-Polri, Satpol PP, Kementerian Pariwisata dan Ekonomi Kreatif, Badan Nasional Penanggulangan Bencana, dan Kementerian Kesehatan. Mereka yang kemudian menentukan apakah sebuah kegiatan meeting atau pameran bisa diselenggarakan atau tidak.

Ketatnya pengurusan perizinan ini dialami Wisnu dalam menyiapkan pameran APKASI Otonomi Expo (AOE) 2021. Ajang pameran pemerintah kabupaten seluruh Indonesia ini sedianya akan dilaksanakan pada 7-9 Juli 2021, namun karena PPKM Darurat pelaksanaannya mesti ditunda rencananya pada Oktober 2021.

“Karena delegasi daerah banyak yang datang dari zona merah dan hitam membuat kami terpaksa mengundurkan acara tersebut,” imbuh Wisnu.

How Does the Process of Crowd Permit Work during the Pandemic?

CHSE Certification does not necessarily guarantee that venues are permitted to hold events during the pandemic. Obtaining a crowd permit becomes a long and complex process.

Holding meetings during the pandemic is not easy. PCO (Professional Convention Organizer) has to follow all the rules and procedures. Here is how it works:

Event organizers before the pandemic usually need a mere crowd permit, meanwhile for conferences and meetings at hotels they only need a letter of notification. However, during the pandemic, PCOs have to craft a detailed health procedure concept which is in accordance with CHSE (Cleanliness, Health, Safety, Environment Sustainability) of the event.

As mentioned by Wisnu Budi Sulaeman (CEO of Puntama Convex) on MICE Talk, which will be aired on MICE_Indonesia’s YouTube channel, the CHSE concept consists of many components such as room preparation, manpower management, the flow of goods that enter the venue, and the end of the event.

“For exhibitions, the details must be more thorough. There must be only one flow of visitors, the crew members that are assigned to build the stands and the truck drivers who transport the items have to be tested negative by PCR-swab or antigen-swab, all items need to be disinfected, and even the disinfectant has to be confirmed in case it only contains water,” said Wisnu.

Aside from that, during the event, both event organizers and venue managers have to provide a COVID-19 officer unit. On top of that, exhibition and meeting venues are only allowed to host 25% of their capacities.

This series of CHSE-based rundown needs to be presented in front of the COVID-19 officer unit, Indonesian National Police (Polri), Indonesian National Armed Forces (TNI), Public Order Enforcers (Satpol PP), The Ministry of Tourism and Creative Economy (Kemenparekraf), Indonesian National Board for Disaster Management (BNPB), and The Ministry of Health (Kemenkes). They will then determine whether or not an event or an exhibition gets a permit.

The meticulous and strict process of permit request was something Wisnu went through during the preparation of APKASI Otonomi Expo (AOE) 2021. This exhibition of regent governments all over Indonesia has to be postponed until October 2021.

“Because there are a number of delegations from different regions which happen to be the red and black zones, we had no choice but to postpone the event,” added Wisnu.
